Matthew Taylor, Lord Taylor of Goss Moor,

Matthew Taylor was educated in Truro and London before winning a scholarship to Lady Margaret Hall at Oxford University. He graduated with a BA (Hons) in Politics, Philosophy and Economics in 1985 and was president of the Oxford University Students’ Union. At the age of 24 he was the youngest member of the House of Commons, and he retained this distinction for a record 10 years until 1997.
Matthew continues to pursue his interest in sustainable communities, housing, the environment and strategic communications, and has developed a portfolio of professional roles reflecting this expertise. He also continues to advise the government on housing and planning issues. In 2014 he lead an independent review of the whole of the Government’s planning practice guidance.
Matthew’s Non-Executive portfolio includes the following roles:

Matthew also works as a specialist consultant, through Taylor & Garner Ltd. Clients include Barton Willmore, Dunsfold Park Ltd and Cornish Concrete Products Ltd. Matthew was made a life peer in July 2010.
David Edmondson MRTPI,
Chairman
David is the Divisional Director for Planning, Housing & Climate Emergency at Torbay Council in Devon. He has teams of planners, building control officers, housing, transport and climate emergency officers and is part of the Senior Leadership Team of the Unitary Authority.
For many years he worked in senior roles within the Planning & Sustainable Development Service at Cornwall Council. He is a Chartered Town Planner and has been a member of the Royal Town Planning Institute (RTPI) for 30 years. He has been a member of the RTPI General Assembly, Vice Chair of the Education & Lifelong learning Committee and was chair of the South West RTPI branch in 2012. He is also an affiliate member of the Royal Institute of British Architects (RIBA), is joint vice chair of the Cornwall branch of the RIBA and was part of the RIBA South West Design Awards Judging panel in 2019.
He has worked in both the public and private sectors, in development management & planning policy sections and in private architectural practices, but now operates at a more strategic level. He is committed to the promotion of sustainable design and construction of new development and ensuring that all new homes are as energy efficient as possible for future occupiers. He is also determined that all professions within the development industry work more closely together to successfully achieve these outcomes. He has been with Cornwall Sustainable Building Trust since 2007.
Allison Tatterton
Allison is a qualified Architect and Chartered member of the ARB and RIBA with more than 30 years experience working in London, the South-East and Cornwall. Much of this work has involved the re-use, refurbishment and retrofit of existing buildings in a variety of commercial sectors together with pushing the boundaries of construction with innovative Modern Methods of Construction. Having been involved in developing the concept with CSBT, Allison was a lead member of the team that designed and delivered the Green Build Hub.
Passionate about using traditional methods together with modern innovations, environmentally considerate solutions and natural and locally sourced materials to achieve a balanced approach to development whilst being mindful of our environment and resources.
Phil Crossley,
Director at Crossley Hill Chartered Surveyors
Phil has 25 years of experience as a Quantity Surveyor and in 2002 qualified as a Chartered Quantity Surveyor. In 2012 he gained an MSc in Sustainable Construction Project Management. He is also a Chartered Environmentalist and BREEAM Accredited Professional. Phil has primarily been involved in delivering Cost Management (QS) and Project Management (PM) services on large bespoke, innovative and landmark projects across the South-West.
Brendan Cocking MCIOB,
Director of Sureflow Building Services Ltd
Experienced Cornish Construction Manager with a demonstrated history of working within the construction industry, Brendan started his career as a carpenter before moving into Site and Project Management. He has delivered over 500 residential homes, along with the delivery of many commercial and bespoke building projects and managed the end to end delivery of two BREEAM outstanding projects in St Austell. As a Chartered Builder he has won many National Building and Considerate Constructors Awards with his construction teams. Brendan has project managed many Cornwall Council and NHBC Frameworks and holds a Lean Leader ISO18404 Certification Certified by the Royal Statistical Society.
